Our Schemes
The Department for Transport released two waves of funding for the Transforming Cities Fund. First, shortlisted cities could bid for ‘quick wins’ – projects that can begin in the financial year 2018/19 and support the overall bid.
Our business cases were successful for the ‘quick win’ funding, and we received the full ask of £4 million from the initial fund. From this ‘Tranche 1’ funding, £2.6m will be spent on three junction improvements in Portsmouth and Real Time Information installation at bus stops across Portsmouth, Havant and Waterlooville. The remaining £1.4m will be used to support the extension of the existing Eclipse bus route in Gosport.

Havant Road/Eastern Road/Farlington Avenue
Signal upgrade
We are upgrading traffic signals at the junction of Havant Road/Eastern Rd/Farlington Avenue in Portsmouth.
Work at the junction comprises upgrading the traffic signals with sophisticated Microprocessor Optimised Vehicle Actuation (MOVA) technology, replacing existing vehicle detection equipment and adding new low-level early-release cycle signals to the junction.
The installation of the MOVA system will improve traffic flow by generating its own signal timings depending on traffic levels, dispersing traffic as efficiently as possible. A new bus priority system will be included in the second phase of the scheme later this year.
Copnor Road and Burrfields Road
Signal upgrade
We are upgrading traffic signals at the junction of Copnor Road and Burrfields Road in Portsmouth.

We are upgrading traffic signals at the junction of Fratton Road/Lake Road and St Mary’s Road in Portsmouth.
Work at the junction comprises upgrading the traffic signals with sophisticated Microprocessor Optimised Vehicle Actuation (MOVA) technology, replacing existing vehicle detection equipment and adding new low-level early-release cycle signals to the junction.

RTI - Portsmouth
Real Time Information – Portsmouth
Installation of new Real Time Information (RTI) kit to bus stops across Portsmouth started in March 2020. While the coronavirus outbreak has temporarily halted installation, many new units are now switched on and working.
New technology includes RTI screens at 13 interchange locations; 120 units in bus shelters, and 20 pole-mounted units at bus stops without shelters.
Real Time Information units provide live bus arrival times, while RTI screens will be installed at key interchange locations (such as Commercial Road and Cosham interchange) and display the range of destinations available by bus from that stop, to assist people with onward journeys.
In addition to RTI, QR (quick response) codes have been added to over 600 bus stops in Portsmouth which means that live bus timetable information will soon be available at every single bus stop in Portsmouth. When scanned by smart phone, QR codes show customers when their next bus is due at that particular stop, giving people more confidence when planning their journey.
RTI - Havant and Waterlooville
Real Time Information – Havant and Waterlooville
Through Tranche 1 funding, 40 bus stops in Havant and Waterlooville will be upgraded with Real Time Information (RTI) technology. The RTI units will provide real time bus arrival times, news, weather and promotional campaign information. For RTI units located on routes serving train stations, live train departure information will also be provided.
The RTI units include a RNIB REACT audio announcement system that is activated through the use of a key fob. The key fobs are currently available upon request from Hampshire County Council by calling 0300 555 1388.

Gosport Eclipse
Gosport Eclipse

COMPLEMENTARY POLICIES
For rapid transit to work effectively, transport-related polices must be in sync with and complement one another. We want to encourage people out of their cars and using more sustainable forms of travel, and to do this all SEHRT partners need to work together.

Portsmouth and Fareham Air Quality Local Plan
South East Hampshire Rapid Transit is a key element in Portsmouth City Council’s Air Quality Local Plan. This plan details how Portsmouth aims to reduce levels of nitrogen dioxide in the city to below the legal limit, in the shortest possible time.

Portsmouth City Council Parking Strategy
This is to be developed alongside the SEHRT network. Its aim is to encourage a shift to park and ride, public transport and active modes of travel.
Parking strategies for local authorities in Hampshire alongside the SEHRT network.
These will focus on non-residential parking, especially in town centres, to encourage modal shift and increased use of public transport and active modes.

Local Cycling and Walking plans
Other complementary strategies, including Portsmouth City Council Local Transport Plan, Low Emission Vehicle Strategy, Portsmouth City Council Parking Supplementary Planning Document, Local Plans for the Local Authorities, and an extension of bus lane in Portsmouth and the introduction of bus lane enforcement in South East Hampshire.
